Edo State commences ISS, QOC assessment and Community Engagement support at BHCPF/IMPACT Facilities across the State


‎Edo State Government, in partnership with the World Bank, has commenced a comprehensive initiative to enhance the quality of care and data management at Primary Healthcare Facilities across the State. This initiative, which includes Integrated Supportive Supervision (ISS), Quality of Care (QOC) Assessment and Community Engagement Support, is part of the Immunization Plus and Malaria Progress by Accelerating Coverage and Transforming Services (IMPACT) Project plan to improve service delivery at the Primary Healthcare Centres across the State.

‎During an interview at his office in Benin City, Dr. Idemudia Osayomore, the IMPACT Program Manager for Edo State, emphasized that this three-part exercise is a key collaboration between the Edo State Government, led by His Excellency, the Executive Governor of Edo State Governor Senator Monday Okphebholo, and the World Bank. He noted that the initiative is designed to strengthen the State’s Primary Healthcare System, improve the quality of care, and foster greater community involvement in healthcare delivery.

‎Dr. Idemudia expressed his gratitude to Governor Monday Okphebholo for his support in ensuring the success of the IMPACT Project in Edo State. He also acknowledged the valuable contributions of Dr. Cyril Oshiomhole, the Commissioner for Health, Edo State, Dr. Coulson Oahimire, the Executive Secretary, (EDSPHCDA), Board of the Edo State Primary Healthcare Development Agency (EDSPHCDA), Project Finance Management Unit (PFMU) as well as the Project Implementation Unit (PIU) of the Edo State IMPACT Project.

‎According to Dr Idemudia “We officially commenced the ISS, QOC assessment, and Community Engagement Support on the 6th of October 2025, and it will run until October 10th 2025. A team of assessors, clinical mentors, and other healthcare experts will visit all 146 IMPACT Facilities across the State to collect data on clinical management, human resources, infrastructure and the overall quality of care provided. They will also provide on-the-spot supervision for health workers, focusing on areas such as data visualization and offer refresher training on critical clinical topics like hypertension management during pregnancy, postpartum hemorrhage, partograph usage during labour, Neonatal resuscitation, management of febrile disease in children as well as infection prevention and control”.

‎Additionally, Dr. Idemudia announced that Grievance Redress Committees would be officially established at all 146 BHCPF/IMPACT Facilities. These Committees are expected to provide a formal process for patients and clients to submit complaints and ensure timely feedback is heard and properly documented. The aim is to address issues related to healthcare quality, mistreatment, delays, and abuse. Health Educators will lead the effort, ensuring that at least one Ward Development Committee member is appointed to each Committee. The Committee will also work to educate the community on how to report grievances effectively and encourage reporting of Gender-based Violence, including sexual assault.
