  5. Obaseki’s Reforms: Edo Govt. Commences Performance Management Training For Civil, Public Servants

The Edo State Government on Monday, April 4, 2022, commenced a service-wide training on Performance Management System (PMS) for heads of Ministries, Departments and Agencies (MDAs) in the State’s civil/public service.

The training which will end on April 13, April 2022, was declared open by the Special Adviser to the Governor on Strategy, Project, Policy and Performance Management, Mrs. Sarah Ajose-Adeogun, who was represented by the Managing Director, John Odigie-Oyegun Public Service Academy, Mrs. Precious Ajoonu.

The training which is in partnership with MacTay Consulting, according to Ajose-Adeogun, was designed to train and equip civil and public servants with the

requisite skills and knowledge to drive efficiency, productivity and outstanding service delivery in various jurisdictions across all sectors of the State.

The Special Adviser explained that the performance management training is a key initiative of the Governor Godwin Obaseki-led administration towards actualizing the MEGA Agenda.

She Said “I want to on behalf of His Excellency, Governor Godwin Obaseki welcome everyone to this training on Performance Management System (PMS) aimed at improving our service delivery. This training is of top priority to the Governor as the quarter one (Q1) score card review which is supposed to have commenced has been placed on hold till this program is successfully completed”.

Commissioners and heads of MDAs present at the training expressed delight at the commencement of the training, which they said would change the work culture in the State Civil and Public Service.

“I want to sincerely thank the Governor for putting together this training, I am optimistic that this training will help increase our capacity and create abilities within civil and public servants to better develop and identify performance score cards with the SMART (specific, measurable, attainable, realistic, time bound) characteristics”, Moses Agbukor, the Commissioner for Water Resources said.

Mr. Ethan Uzamere who is the Commissioner for Mining, Gas and Oil, commended the Governor for the laudable initiative, noting that one of the major challenges faced by civil and public servants in the implementation of the PMS was the lack of requisite knowledge of the concept.

He said: “I want to commend the Governor for this training; it will be a learning segment to equip heads of MDAs in the State’s service with working knowledge of the PMS. One major challenge that has limited the implementation of the PMS in our service is the lack of knowledge/ ignorance of the term among civil and public servants”.

Professor Adeyemi Ajayi of MacTay Consulting, explained in his lecture on the Fundamentals of Performance Management System that the process entails setting goals, strategic objectives, Key Performance Indicators (KPIs) and monitoring achievements relative to the mandate of the Government.
